The time of art: Negri and Virno on kairòs, language, and creation. Negri and Virno aim to establish a concept of art that demonstrates a difference within a contemporary society that they see as completely dominated by the market. A time regime presenting the spheres of work and non-work as separate, structures human life. Yet in fact, work today stretches beyond the borders of both spheres. Labor power consists mainly in creativity, communication, and cooperation. Virno and Negri state that a (...) market-oriented time regime that perpetuates a divide between labor time and non-labor time presents itself as a dismeasure. It attempts to objectively measure and structure something that is really a dynamic and intersubjective matter, namely the immaterial traits that are also potentially productive of life in general, and that are productive of art. When Negri and Virno call the work of art a singular mode of labor power, they imply that it deploys the elements of labor power in a manner that is different from market-oriented labor, that it exploits their capacity to produce life itself in a meaningful way. Yet neither Negri nor Virno puts forth a broad concept of art that embodies the potential that they attribute to it. This article aims to extend Negri’s and Virno’s proposals and present a conceptualization of the nature of the artwork that would posit the difference in relation to dismeasure of the market as Negri and Virno conceive it. “Access to medicines” is a broad concept. After a review of three authoritative frameworks that help to identify its constitutive components, this essay summarizes the actual situation on the ground in low- and middle-income countries on the basis of recent empirical work. An analysis of survey data from 36 countries concluded that developing countries should promote generic medicines as a key policy option for improving access to medicines. Taking an international perspective to that recommendation, this essay reviews the World Trade (...) Organization's Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS) and, particularly, how this agreement has been applied in practice. As shown by the experience of Thailand, Brazil, and the Philippines, in order to deal effectively with international pressures for an excessive application of the TRIPS Agreement, some sort of conversion experience appears to be required, which then leads to a switch from a private enterprise, supply-driven approach to a public health vision that insists on universal and affordable access. But moral conviction is not sufficient. In order to muster and sustain the political will to face down international forces, civil society and government offices must be able and ready to show the costs and other adverse consequences of the TRIPS-based model for medicines. This calculation needs to reach beyond the health sector and calls for new alliances, nationally as well as internationally. (shrink)

When 47-year-old Simba Abalo, an unemployed retired soldier in Lomé, Togo, found out that he had AIDS in September 2007, he was unable to receive government-supplied antiretroviral drugs: “CAMEG [the state’s central medicines purchasing organization],” he said, “told me they were not taking any new cases for six months because they had run out of drugs.Stocks of antiretrovirals had become depleted after the Global Fund to Fight AIDS, Tuberculosis and Malaria suspended part of its grant to Togo in 2006 and (...) failed to approve a new grant request in 2007, reportedly because of oversight irregularities. “Even if they had the drugs,” said Abalo, “I could not have paid more than US$4 a month since I had just lost my job as a security guard earning US$70 a month.”. Acquired Immune Deficiency Syndrome (AIDS) is an emotive subject, particularly in southern Africa. Among those who have been directly affected by the disease, or who perceive themselves to be personally at risk, talking about AIDS inevitably arouses strong emotions - amongst them fear, distress, loss and anger. Conventionally, human geography research has avoided engagement with such emotions. Although the ideal of the detached observer has been roundly critiqued, the emphasis in methodological literature on 'doing no harm' has led even qualitative (...) researchers to avoid difficult emotional encounters. Nonetheless, research is inevitably shaped by emotions, not least those of the researchers themselves. In this paper, we examine the role of emotions in the research process through our experiences of researching the lives of young AIDS migrants in Malawi and Lesotho. We explore how the context of the research gave rise to the production of particular emotions, and how, in response, we shaped the research, presenting a research agenda focused more on migration than AIDS. This example reveals a tension between universalised ethics expressed through ethical research guidelines that demand informed consent, and ethics of care, sensitive to emotional context. It also demonstrates how dualistic distinctions between reason and emotion, justice and care, global and local are unhelpful in interpreting the ethics of research practice. (shrink)

Time discounting is the phenomenon that a desired result in the future is perceived as less valuable than the same result now. Economic theories can take this psychological fact into account in several ways. In the economic literature the most widely used type of additive time discounting is exponential discounting. In exponential discounting, the fall of valuation depends by a constant factor on the length of the delay period. It is well known, however, that exponential time discounting often does not (...) describe well how people actually behave. Most people are averse to short delays in gratification now, while their future selves may not mind a bit of extra waiting. This behaviour can be described well by non-exponential discounting functions such as hyperbolic discounting. In hyperbolic discounting, valuations fall rapidly for small delay periods, but the fall gets slower for longer delay periods. Hyperbolic discounting captures phenomena such as procrastination, addiction and in general inconsistency over time. This chapter investigates whether forms of non-exponential discounting, in particular close to the so called Quasi-Hyperbolic model, could also be characterized in terms of dynamically consistent choices when individuals discount the welfare of future selves as well as their payoffs. We introduce a logic specifically designed to support reasoning about social choice functions. The logic includes operators to capture strategic ability, and operators to capture agent preferences. We establish a correspondence between formulae in the logic and properties of social choice functions, and show that the logic is expressively complete with respect to social choice functions, i.e., that every social choice function can be characterised as a formula of the logic. We prove that the logic is decidable, and give a (...) complete axiomatization. To demonstrate the value of the logic, we show in particular how it can be applied to the problem of determining whether a social choice function is strategy-proof. (shrink)

This article describes a new type of medical-legal partnership (MLP) that targets the health and justice concerns of people enmeshed in the U.S criminal justice system: a partnership between clinicians who care for people with criminal system involvement and public defenders. Contemporary neo-liberal society is ruled by the market. Davies, Chen and Lentin and Titley show that its objectification and categorization founds a competitive notion of agency that disables subjective construction of self and intersubjective understanding of the world. As the market's rules and norms are set by white patriarchy, its competitive paradigm structurally disadvantages others. Art too is objectified and categorized by neo-liberal institutions, equally embedded in white patriarchal market structures and severely limiting democratic public access to a diverse artistic (...) field, argue hooks, Mercer and Piper. Yet, Piper's artwork shows, art holds emancipatory potential. Defined as transforming experience, its ambiguity provides a structure for constituting agentic subjectivity and intersubjective signification processes, defying objective/objectifying market workings. Photography's specific qualities allow Piper to democratize access to the paradigm she proposes. Her artistic choices may thus found the potential to publicly construct a notion of aesthetic agency as resistance to the neo-liberal market. (shrink)

We agree with many of the principles proposed by Frost but highlight crucial caveats and report research findings that challenge several assertions made in the target article. We discuss the roles that visual processing, development, and bilingualism play in visual word recognition and reading. These are overlooked in all current models, but are fundamental to any universal model of reading.

Of the many factors contributing to the relative under-development across sub-Saharan Africa over the past five decades, one cause that is currently gaining more attention from both scholars and development practitioners is the lack of a transparent and accountable national budget process in most African countries. Although most African constitutions provide for a number of mechanisms of accountability within the budget process that are tasked with monitoring and sanctioning the misuse of public funds by the executive, various legal, capacity and (...) political constraints greatly hinder these mechanisms from playing an effective oversight role. This article examines the various challenges faced by four key mechanisms of accountability-parliamentary budget committees, supreme audit institutions, citizen budget monitoring and advocacy groups and elections-in holding leaders to account through the various stages of the budget process. However, despite these challenges, the article concludes by examining some recent progress and successes in the budget accountability arena. (shrink)

This article examines how incidents are governed in a Belgian Nuclear Research Center by way of an incident reporting system named Retour d’Experiences. Drawing on a documentary analysis of incident reports, interviews, and focus groups with personnel, it illustrates how REX enacts a safety governmentality centered on identifying incident causes and culprits. As this governmentality mode obscures the epistemic and political character of incidents, it closes down important opportunities for collective learning about safety and safety governance. It is argued that (...) joint reflection about incidents and resistances toward incident reporting serve as fruitful starting points for a more reflexive safety governance that makes explicit how decisions are made in high-risk contexts. Social scientists can enhance governance of this kind by pointing to different perceptions and evaluations of incidents and by insisting that contending interpretations are confronted and accounted for. Developmental coordination disorder is a heterogeneous condition. Besides motor impairments, children with DCD often exhibit poor visual perceptual skills and executive functions. This study aimed to characterize the motor, perceptual, and cognitive profiles of children with DCD at the group level and in terms of subtypes. A total of 50 children with DCD and 31 typically developing peers underwent a comprehensive neuropsychological and motor assessment. The percentage of children with DCD showing impairments in each measurement was first described. Hierarchical agglomerative (...) and K-means iterative partitioning clustering analyses were then performed to distinguish the subtypes present among the complete sample of children in a data-driven way. Moderate to large percentages of children with DCD showed impaired executive functions and praxis, as well as attentional, visual perceptual, and visuomotor skills. Clustering analyses identified five subtypes, four of them mainly consisting of children with DCD and one of TD children. These subtypes were characterized by: generalized impairments, impaired manual dexterity, poor balance, planning, and alertness, impaired manual dexterity, cognitive inhibition, and poor visual perception, impaired manual dexterity and cognitive inhibition, and no impairment. Besides subtle differences, the motor and praxis measures did not enable to discriminate between the four subtypes of children with DCD. The subtypes were, however, characterized by distinct perceptual or cognitive impairments. These results highlight the importance of assessing exhaustively the perceptual and cognitive skills of children with DCD. (shrink)

PREFACEProf. Göran Sundholm of Leiden University inspired the group of Logic at Lille and Valparaíso to start a fundamental review of the dialogical conception of logic by linking it to constructive type logic. One of Sundholm's insights was that inference can be seen as involving an implicit interlocutor. This led to several investigations aimed at exploring the consequences of joining winning strategies to the proof-theoretical conception of meaning. The leading idea is, roughly, that while introduction rules lay down the conditions (...) under which a winning strategy for the Proponent may be built, the elimination rules lay down those elements of the Opponent's assertions that the Proponent has the right to use for building winning strategy. It is the pragmatic and ethical features of obligations and rights that naturally lead to the dialogical interpretation of natural deduction.During the Visiting Professorship of Prof. Sundholm at Lille in (2012) the group of Lille started delving into the ways of implementing Per Martin-Löf's Constructive Type Theory with the dialogical perspective. In particular, Aarne Ranta's (1988) paper, the first publication on the subject, was read and discussed during Sundholm’s seminar. The discussions strongly suggested that the game-theoretical conception of quantifiers as deploying interdependent moves provide a natural link between CTT and dialogical logic. This idea triggered several publications by the group of Lille in collaboration with Nicolas Clerbout and Juan Redmond at the University of Valparaíso, including the publication of the book (2015) by Clerbout / Rahman that provides a systematic development of this way of linking CTT and the dialogical conception of logic. However the Clerbout / Rahman book was written from the CTT perspective on dialogical logic, rather than the other way round. The present book should provide the perspective from the other side of the dialogue between the Dialogical Framework and Constructive Type Theory. The main idea of our present study is that Sundholm's (1997) notion of epistemic assumption is closely linked to the Copy-Cat Rule or Socratic Rule that distinguishes the dialogical framework from other game-theoretical approaches. One way to read the present book is as a further development of Sundholm’s extension of Austin's (1946, p. 171) remark on acts of assertion to inference. Indeed, Sundholm (2013, p. 17) gave the following forceful formulation: When I say therefore, I give others my authority for asserting the conclusion, given theirs for asserting the premisses.Per Martin-Löf, in recent lectures, have utilized the dialogical perspective on epistemic assumptions to get out of a certain circle that threatens the explanation of the notions of inference and demonstration. A demonstration may be explained as a chain of (immediate) inferences starting from no premisses. That an inference J1... Jn—————Jis valid means that the conclusion J can be made evident on the assumption that J1, …, Jn are known. The notion of epistemic assumption thus enters in the explanation of valid inference. We cannot, however, in this explanation understand 'known' in the sense of demonstrated, for then we are explaining the notion of inference in terms of demonstration, whereas demonstration has been explained in terms of inference. Martin-Löf suggests that we here understand 'known' in the sense of asserted, so that epistemic assumptions are judgements others have made, judgements for which others have taken the responsibility; that the inference is valid then means that, given that others have taken responsbility for the premisses, I can take responsibility for the conclusion:The circularity problem is this: if you define a demonstration to be a chain of immediate inferences, then you are defining demonstration in terms of inference. Now we are considering an immediate inference and we are trying to give a proper explanation of that; but, if that begins by saying: Assume that J1, …, Jn have been demonstrated – then you are clearly in trouble, because you are about to explain demonstration in terms of the notion of immediate inference, hence when you are giving an account of the notion of immediate inference, the notion of demonstration is not yet at your disposal. So, to say: Assume that J1, …, Jn have already been demonstrated, makes you accusable of trying to explain things in a circle. The solution to this circularity problem, it seems to me now, comes naturally out of this dialogical analysis. […]The solution is that the premisses here should not be assumed to be known in the qualified sense, that is, to be demonstrated, but we should simply assume that they have been asserted, which is to say that others have taken responsibility for them, and then the question for me is whether I can take responsibility for the conclusion. So, the assumption is merely that they have been asserted, not that they have been demonstrated. That seems to me to be the appropriate definition of epistemic assumption in Sundholm's sense. One of the main tenets of the present study is that the further move of relating the Socratic Rule rule with judgemental equality provides both a simpler and more direct way to implement the constructive type theoretical approach within the dialogical framework. Such a reconsideration of the Socratic Rule, roughly speaking, amounts to the following. 1.A move from P that brings-forward a play-object in order to defend an elementary proposition A can be challenged by O. 2.The answer to such a challenge, involves P bringing forward a definitional equality that expresses the fact that the play-object chosen by P copies the one O has chosen while positing A. For short, the equality expresses at the object-languaje level that the defence of P relies on the authority given to O to be able to produce the play-objects she brings forward. More generally, according to this view, a definitional equality established by P and brought forward while defending the proposition A, expresses the equality between a play-object (introduced by O) and the instruction for building a play-object deployed by O while affirming A. So it can be read as a computation rule that indicates how to compute O's instructions. Let us recall that from the strategic point of view, O's moves correspond to elimination rules of demonstrations. Thus, the dialogical rules that prescribe how to introduce a definitional equality – correspond – at the strategic level – to the definitional equality rules for CTT as applied to the selector-functions involved in the elimination rules. So, what we are doing here is extending the dialogical interpretation of Sundholm's epistemic assumption to the rules that set up the definitional equality of a type.The present work is structured in the following way:•In the Introduction we state the main tenets that guide our book•Chapter II contains a brief overview of Constructive Type Theory penned by Ansten Klev with exercises and their solutions. •Chapter III offers a novel presentation of the dialogical conception of logic. In fact, the first two sections of the chapter provide an overview of standard dialogical logic – including solved exercises, slightly adapted to the content of the present volume. It remains unclear whether such genetic variants are associated with disease aggressiveness. The NCI-SPORE Genetics Working Group retrospectively collected clinicopathologic information and genotype data for 36 SNPs which at the time had been validated to be associated with PC risk from 25,674 cases with PC. Cases were grouped according to race, Gleason score and aggressiveness. Statistical analyses were used to compare the frequency (...) of the SNPs between different disease cohorts. After adjusting for multiple testing, only PC-risk SNP rs2735839 was significantly and inversely associated with aggressive and high-grade disease in European men. Similar associations with aggressive and high-grade disease were documented in African-American subjects. The G allele of rs2735839 was associated with disease aggressiveness even at low PSA levels in both European and African-American men. Our results provide further support that a PC-risk SNP rs2735839 near the KLK3 gene on chromosome 19q13 may be associated with aggressive and high-grade PC. Future prospectively designed, case-case GWAS are needed to identify additional SNPs associated with PC aggressiveness. (shrink)

In this paper we give a differential lifting principle which provides a general method to geometrically axiomatize the model companion (if it exists) of some theories of differential topological fields. The topological fields we consider here are in fact topological systems in the sense of van den Dries, and the lifting principle we develop is a generalization of the geometric axiomatization of the theory DCF₀ given by Pierce and Pillay. Moreover, it provides a geometric alternative to the axiomatizations obtained by (...) Tressl and Guzy/Point in separate papers where the authors also build general schemes of axioms for some model complete theories of differential fields. We first characterize the existentially closed models of a given theory of differential topological fields and then, under an additional hypothesis of largeness, we show how to modify this characterization to get a general scheme of first-order axioms for the model companion of any large theory of differential topological fields. We conclude with an application of this lifting principle proving that, in existentially closed models of a large theory of differential topological fields, the jet-spaces are dense in their ambient topological space. Peter Chaadaev (1794-1856) is rightfully considered to be one of the forerunners of modern Russian philosophy. There is a famous scene from his life that may help us to understand both his own thought as well as the whole subsequent tradition of Russian religious philosophy. When Chaadaev finished his studies of Kant's Critique of Pure Reason, he crossed out the title on the cover and wrote beneath it Apologete adamitischer Vernunft (An Apology for Adamic Reason). Russian religious philosophy was supposed (...) to be a critique of such secular reason. In this book we seek a contemporary interpretation of Chaadaev's thought and its influence. El propósito de este trabajo es deslindar algunos elementos propios de la Kehre heideggeriana que se presentan en la filosofía de Merleau-Ponty, con el fin de desembocar en una noción de acontecimiento latente en la ontología del fenomenólogo francés. Para ello, analizaré las concepciones del filósofo francés acerca de 1) la cuestión del ser y la nada y su sentido; 2) la temporalidad, y 3) el Ereignis. De esta manera, se prueba que, partiendo de los escritos y cursos merleau-pontianos que (...) van desde 1958 a 1961, se puede esbozar un pensar más allá de la metafísica a partir de su ontología de la carne donde se pone de manifiesto un "Ereignis sensible". The purpose of this work is to define the proper elements of heideggerian Kehre which have influenced the philosophy of Merleau-Ponty, and to establish the conceptual coordinates to construct a notion of event, latent in the ontology of the French phenomenologist. In order to achieve this, we analyze the French philosopher's ideas concerning 1) the problem of being and nothingness and its sense; 2) temporality, and 3) Ereignis. We conclude that a way of thinking that goes beyond metaphysics can be outlined from Merleau-Ponty's ontology of flesh -where it is revealed as a "sensitive Ereignis"-, particularly by taking into account his writings and lectures from 1958 to 1961. Achille Nicolas Isnard an engineer with a keen interest in political economy, is best known for demonstrating the concept of market equilibrium using a system of simultaneous equations. The breadth and depth of his work undoubtedly established him as one of the forerunners of modern mathematical economics, yet his seminal contributions to the study of economics remained largely unrecognized until the latter half of the twentieth century. This pioneering new book, the first in English, examines Isnard’s life and illuminates (...) his major contributions to political economy. It contains substantial extracts from a number of his publications presented both in English translation and in the original French so Isnard can now finally achieve his place at the heart of discussion on the origins of mathematical economics. A brief examination of the most recent literature in philosophy of science shows that a host of research in this area studies the fictionalist approach to scientific models and related approaches such as van Fraassen's latest book (2008) on scientific representation. Van Fraassen's idea, to put it bluntly, relies on the idea that measurement is the main instrument by the means of which natural sciences achieve the representation aims expressed by scientific models. Moreover, if scientific knowledge is associated with the (...) deployment of some kind of explicative power, this power is closely related to the representation devices developed between the 17 th and 18 th century, when these were conceived as involving specific forms of measurement: measurement locates the target in a theoretically constructed logical space (van Fraassen 2008, p.2). The main objective of our talk is to delve into the logical features of such kind of approaches: the point is to understand the location-mechanism. On one hand we will follow a seminal idea of Olsson and Westlund (2006) that proposed to add to a scientific model a set of open questions (its scientific agenda), and on the other, we will deploy a recent proposal of Rahman/Redmond (2015) to conceive objects of models as functions (dependent-proof objects) of hypothetical judgments as formulated in the frame of constructive type theory. Against such a background, the point is how to relate those functions with the purported targets of the scientific model they constitute. Our main claim is that this achieved by a mapping. The specification mechanism of such a mapping, we claim, is related to those questions that constitute the agenda of the underlying theory and more particularly to the questions related to the relevant measurement theory.
